Joseph Fossella
Mr. Fossella is president of Clean Skies, LLC, a company committed to the sustainable development of projects and infrastructure in the energy field, including LNG, Alternative Energy and Synthetic Fuels. Clean Skies also provides high-impact consulting services to E&C companies and other related industries.
Mr. Fossella brings more than 35 years of experience in the Process Engineering and Construction Industry in Sales, Marketing and General Management Leadership roles. He has been responsible for creating sustainable competitive advantages in new markets by leveraging and expanding “Core Competencies” of the companies he has worked for.
Amongst his responsibilities, he developed gas-supply-chain projects worldwide, including LNG and other gas monetization processes along the entire supply chain.
Mr. Fossella played a key development role in forming collaborative relationships through joint ventures, alliances, consortia, subcontracting and other collaborative relationships with partners, competitors and regional firms. He has orchestrated supply chain relationships to enhance the value to all stakeholders.
Mr. Fossella has in-depth knowledge of the contracting industry with a special focus on scope and risk allocation amongst the participants to reduce overall costs while maintaining performance responsibilities.
Mr. Fossella is a graduate of the United States Naval Academy and holds a Master’s Degree from New Jersey Institute of Technology.
Richard Olliver
Mr. Olliver is Founder, President & CEO of Aplethora Energy Services, providing management consulting services to the energy industry worldwide, with a focus on cost effective solutions for technical and commercial issues, on capital projects in development or operation. Mr. Olliver serves as a gasification commercial and technical advisor to Clean Skies.
With over 35 years of experience in the Process and Power industries, serving in senior executive positions with both Owner/Operators and major international EPC firms, he has participated in diverse capital projects representing over $20 billion investment.
In recent years, he has maintained a focus on Alternate and Renewable Energy projects, including Coal/Pet Coke Gasification, IGCC, CTL, GTL, Polygeneration, SNG, Biomass and WTE facilities. Services provided to clients have included the development of strategies and implementation plans for related EPC programs, including overall Program Management of major capital projects.
Mr. Olliver holds a BS in Mechanical Engineering from Lehigh University, and an MBA in Marketing and International Business from Seton Hall University. Additionally, he has served in the capacity of Executive Director of the Gasification Technologies Council (GTC), and on the Executive Boards of the Construction Industry Institute (CII) and the Engineering and Construction Contracting Association (ECC).
Matt Lee
Matt Lee serves as Vice President with GALENA Advisors and as a strategic advisor to Clean Skies LLC. As a mechanical engineer with extensive business expertise, Mr. Lee has managed the development, design, permitting, and financing of power, petrochemical, and infrastructure projects. He has provided consulting services for private debt & equity placements, project financings, public offerings, purchasers and sellers of energy assets, and municipalities. His experience includes traditional and renewable forms of generation, gas and electric distribution, plant performance testing, economic modeling, market and commodity forecasting, operational reviews, technical due diligence, and valuations. He has been responsible for contract negotiations and has held key roles in negotiations with NGO’s and state and federal regulatory officials.
Mr. Lee has served in leadership positions in development companies and consultancies. Prior to joining GALENA, Mr. Lee served as the Chief Operating Officer of Refined Energy Holdings, a gasification and alternative energy company. He was also a founder and a principal with the Energy Development Group, where he provided both technical and commercial expertise for over 3,400 MW of permitted combined-cycle generation, and preliminary design support for an additional 1,100 MW.
Matt began his career with the U.S. Environmental Protection Agency reviewing major petrochemical plants throughout the United States. From there, he moved to R.W. Beck and E3 Consulting where he provided advisory services for energy and infrastructure projects to energy industry lenders, power plant developers, electric utilities, municipalities, and other industries.

BCIE & Polaris Geothermal, San Jacinto-Tizate Geothermal Plant Nicaragua – Due diligence review for a 25 MW flash plant and gathering and injections systems on behalf of the owner and banker. The review was of an EPC proposal submitted by a candidate team. The review included design confirmation design, design comments, project structure and schedule evaluation, contracts review
Blue Mesa Energy – Blue Mesa Energy was developing five wind energy developments in New Mexico, Nebraska, and Montana. Financial advisory services to BME to support project funding requirements.
Caribbean Community (CARICOM) Regional Energy Task Force – Multiple initiatives including introduction of natural gas to the Caribbean representing the Government of Jamaica.
CF Industries Donaldson Ville Expansion (Donaldson Ville, LA) – Design integration of petroleum coke gasification to an operational ammonia plant. Technical coordination with the CF joint venture team.
Cogentrix, Rathdrum Power Project, IE Services, USA – Independent engineering, construction monitoring, and performance testing to financiers a 268 MW gas project.
CPS Energy (San Antonio, TX) – CPS Energy, the largest municipal utility in the United State -Assessment of their environmental management group & due-diligence services to an investment fund. CPS Energy operates over 2,000 MWs of coal-fired generating units at its JK Spruce and Deely Power Plants. Burney Forest Power (Burney, CA) – 31 MW biomass-fueled power plant using fixed grate stoker technology.
Daimler/Chrysler Bank & Standard Bank of London, Geothermal Due Diligence, Nicaragua – Due diligence review of a 10 MW well head flash plant and 25 MW flash plant for the San Jacinto-Tizate geothermal project. The review covered plant design, equipment selection, and cost review of a proposal.
Dakota Gasification Project – This multi-billion $ grassroots coal (lignite) gasification project is located in Beulah, North Dakota, USA. The Great Plains Synfuels Plant is the only commercial-scale coal gasification plant in the United States that manufactures natural gas. The plant produces about 160 million cubic feet of natural gas per day, plus by-products such as phenol, anhydrous ammonia, ammonium sulfate, cresylic acid, nitrogen, carbon dioxide, naphtha and krypton/xenon. The Great Plains Synfuels Plant is part of the world’s largest CO2 capture and sequestration project.
Geothermal power plant – Confidential Client – Technical due diligence review for the financial backer of a new geothermal power plant at a resource site in the western United States. Detailed review of the project proforma, and integrated logic to allow for the evaluation of technical parameters on financial performance.
Immingham Combined Heat and Power (CHP) – Conoco Phillips invested $400 million to expand the capacity at its Immingham Combined Heat and Power (CHP) plant in the United Kingdom by 450 Megawatts (MW), from 730 MW to 1,180 MW. The 1220 MW Immingham plant began commercial operation in 2004 and is fueled by natural gas with liquid fuel as backup. It provides steam and electricity to Phillips 66’s Humber refinery and also supplies steam to the neighboring Lindsey refinery.
Imperial Irrigation District, 150 MW El Centro Unit 3 Repower, USA – Owner’s Engineer leading to development to replace an old plant with new SGT-800 low NOX turbines and HRSG. Services included permitting, project management, equipment agreements, tender packages, contractor qualification, and tender evaluation.
Jamaica LNG – Technical Advisory Services to the Government of Jamaica and GOJ Project Development role working with Legal, Financial, Technical teams to structure a financeable venture.

Sempra Energy Energía Costa Azul, Ensenada Mexico – Energía Costa Azul is the first liquefied natural gas (LNG) receipt terminal on North America’s west coast. Located about 15 miles north of Ensenada, Baja California, Mexico, the terminal can process up to one billion cubic feet of natural gas per day. This $1 billion complex was built with an international Japanese, French, Italian and American consortium.
Shell Deer Park and Nuon Gasification Projects – The original Shell SCGP-1 Project was built at the Shell Deer Park Refinery in Deer Park, Texas, USA. It was a semi-commercial plant, operating for 3 years on a variety of feedstocks including coal and petroleum coke. Subsequently, the first full-scale plant was built at Buggenum, The Netherlands in an IGCC mode, to produce nominally 300 MWe power generation. Originally designed for 100% coal, the plant now operates with about 15% biomass blended with coal feed.
South Maui Renewable Resources, LLC – Financial model for firm solar energy resource in Maui, HI. The model provided for the evaluation of specific characteristics of the solar energy resource to predict the dispatch of the micro-turbines. The financial model and financial analyses considered multiple sensitivity cases, including capital costs, operating costs, fuel, electricity, availability, cloud cover, and key financial parameters.
SR Solar, LLC – Feasibility studies for roof-top solar projects in the Northeastern region of the United States. SR Solar formed a strategic alliance with confidential cosmetic manufacturer to investigate multiple projects at manufacturing facilities.

Undersea HVDC Cable Technical Due Diligence, USA – Technical due diligence for the lender, Babcock & Brown. The project is a 53-mile, 400 MW, 200 kV HVDC cable under San Francisco Bay with two conversion stations.
USTDA / Geothermal Development Co., Technical Assistance, Kenya – Technical, financial, and legal advisories to the GDC to establish managerial and technical organization to develop the countries geothermal resources, up to 5,000 MW by 2030.
USTDA, ADEREE 5 MW Solar Pilot Project, Morocco – project leadership and technical portion of a study for the Government of Morocco to develop up to 2 GW of photovoltaic generation. The study incorporates technical, developmental, and financial aspects of the program.
